Le Niger alerte sur une pénurie de médicaments suite aux sanctions de la CEDEAO

Après cinq semaines de blocage sur les approvisionnements de médicaments au Niger, Niamey signale un épuisement prochain de leurs stocks, a annoncé à Sputnik le secrétaire du ministère nigérien de la Santé. Celui-ci a dénoncé ces sanctions à l’encontre de son pays prises « en violation des traités de l’Organisation Mondiale du Commerce ».

Le Niger subit une pénurie drastique de médicaments suite aux sanctions imposées par la Communauté économique des États de l’Afrique de l’Ouest (CEDEAO) bloquant les principaux circuits logistiques aux produits de santé à destination du Niger, a déclaré à Sputnik Dr Ibrahim Souley, secrétaire général du ministère de la Santé du Niger.

« Avec les sanctions imposées par la CEDEAO, les produits pharmaceutiques à destination du Niger sont bloqués au port de Cotonou ou à la frontière [nigéro-béninoise, ndlr]. À cet effet, il a été démontré que plus d’une soixantaine de conteneurs sont bloqués […] pour près de quatre milliards de francs CFA [plus de 1,6 million de dollars, ndlr] », a dénoncé l’officiel nigérien évoquant que le Niger importe la quasi-totalité des produits pharmaceutiques dont il a besoin.

Selon lui, aucune réception de produits pharmaceutiques n’a été enregistrée au Niger depuis le 28 juillet 2023. Cela fait passer le taux de rupture de médicaments vitaux à environ 25%.

« [Il s’agit surtout, ndlr] des antibiotiques, des traitements contre le diabète notamment les insulines et certains produits utilisés pour les pathologies cardiaques et les anti-cancéreux », a précisé le responsable notant que des alternatives de traitement sont proposées aux patients pour diminuer l’impact.

 Rupture de stocks

Après cinq semaines de blocage sur les approvisionnements, le Niger « tend dangereusement » vers un épuisement des stocks de médicaments actuels, a réagi M.Souley alertant qu’il ne reste au Niger à peine « un mois de stock de sécurité ». Il a noté qu’habituellement, le stock moyen de sécurité des produits pharmaceutiques au niveau des établissements pharmaceutiques est de deux mois, à maximum deux mois et demi.

Certains établissements pharmaceutiques du Niger ont engagé d’énormes frais pour l’achat de ces produits médicaments et ils « n’ont plus les moyens d’engager d’autres frais », a poursuivi le responsable. Il a en outre indiqué que des commandes faites précédemment, ne peuvent pas pour les mêmes raisons être livrées aux compagnies maritimes et sont toujours chez les fournisseurs.

Circuits d’acheminements

La majorité des produits pharmaceutiques est acheminée au Niger via le port de Cotonou, a ajouté M.Souley. Il a précisé que le deuxième circuit d’acheminement via le port togolais de Lomé n’est que très rarement utilisé depuis le « début de l’insécurité sur la route entre le Burkina Faso et le Niger ».

« En temps normal, le circuit logistique des produits de santé a toujours été confronté à des ruptures mais confinées à des taux n’excédant pas 7 à 10% sur les produits les plus demandés », selon l’officiel nigérien.

Entre temps, les autorités nigériennes ont commencé à explorer d’autres sources d’approvisionnement et surtout d’autres ports depuis les pays amicaux pour l’arrivage des produits pharmaceutiques, a fait savoir Dr Ibrahim Souley.

« Les discussions ont été entamées depuis les premières heures de cette crise avec les pays amis notamment le Burkina Faso, la Guinée, l’Algérie, la Turquie », a-t-il annoncé.

 Embargo en violation des traités de l’OMC

Compte tenu de la situation, les autorités du Niger condamnent les sanctions de la CEDEAO à l’encontre du pays pris « en violation des traités de l’Organisation Mondiale du Commerce (OMC) », a martelé Dr Ibrahim Souley.

« À ce niveau, nous dénonçons l’attitude de la CEDEAO car aucune situation politique n’a entraîné des sanctions aussi drastiques portant sur des produits à caractère humanitaire », a conclu l’officiel nigérien.

 Coup d’État au Niger

Fin juillet, l’armée nigérienne a annoncé la destitution du Président Mohamed Bazoum et la création du Conseil national pour la sauvegarde de la patrie (CNSP). Les dirigeants de la plupart des pays occidentaux et de l’organisation régionale de la Communauté économique des États de l’Afrique de l’Ouest (CEDEAO) ont condamné le coup d’État.

L’organisation estime que les autorités militaires doivent « restaurer l’ordre constitutionnel immédiatement » et libérer le Président déchu Mohamed Bazoum pour le réinstaller dans ses fonctions.

Début août, les participants à une réunion d’urgence des chefs d’état-major des forces armées des pays de la CEDEAO, tenue à Abuja, au Nigeria, ont adopté un plan d’intervention militaire au Niger.

Face à cette menace, le Mali, le Burkina Faso, le Niger ont créé la nouvelle Alliance des États du Sahel. Selon sa charte, une attaque contre l’un des pays membres sera considérée comme dirigée contre les autres participants.
